Tell everyone, and don't get petty after the fact and send clippings, etc… this is college graduation, not middle school. You've worked hard to get here. I'm sending mine now to family friends that I don't know well at all, so I know how you feel. Best case, it helps bring you closer to family — worst case, they don't respond. People aren't expected to send gifts after receiving an announcement, so there's nothing for you to feel weird about here.

Another thing to think about is just sending announcements to those you have strained, or little relationships with. You don't need to invite everyone. I'm writing out 25 announcements, and I only get 5 tickets for the ceremony. Congrats!!!
