To me, an invitation is being invited to the actual ceremony. That should be sent out a month or so ahead of time.

An announcement is just that—announcing the fact that you graduated. I would think that would be sent out after the actual graduation. I would send these only to family and close friends who didn't attend the graduation.

Don't send one to people who aren't close to you. No one likes getting announcements from someone they knew in the 3rd grade! LOL
