I absolutely love that newsletter idea! It's true, rarely do you hear good stories ont he news anymore. I know it's their job to tell us what happens in the world, but we need to hear good, uplifting things too.
I like the volunteer options thing, the recycle idea, and everything else you put in there. If you could do that, it would be a very unique, fun newsletter.
I don't know about stamps, you could probably try to make some extra money with babysitting or small jobs around the house, etc. Or you could always make it an e-newsletter so you don't ahve to mail it at all, just email it!
