According to proper etiquette:

If you’re invited to the ceremony or are attending the party, you should send a present in advance or bring it with you. But, if you received an announcement, you are not obligated to give a present, although you may choose to do so.

Appropriate presents are things that will be useful in the graduates new phase of life. Is s/he college bound? A gift card to stores s/he can buy items for a dorm room would be good. If college is not in the plans, a stuffed bear with the graduation hat on is nice. Many people opt for cash. The amount can be as little as $10 up to thousands.

Whether or not you send a present, a card or note of congratulations is always appreciated.

Well, unless you have boundless stacks of cash, you can't invite everyone to your party.

Start by making a list

1. Start with a budget. How much can you spend on the party?
2. Whom do you wish to "truly" invite? Family? close friends?
3. Figure out how much the party would cost per person.
4. What are the results? You may have to "cut" the party list.
Start with relatives who live far away and can't make it anyway.
Then, start cutting from there.
5. Your invite list should include those within your budget.

Some people will just drop by to wish you good luck and maybe drop off a gift or card. They may just want a drink or snack.

What's wrong with "Graduation" as your theme? If you want a more complicated theme, that will 'eat' into your budget.

Those not invited will understand. Tell them you're on a budget. You're inviting close friends and family members.

There will probably be plenty of other parties to go to and plenty of food and drink to go around.

Another option would be to have a "multiple" party. Other grads can go into together to celebrate. Combine resources for a bigger party at a hall or church or something like that.

I donate a lot of my time to veterans which I am one. I push a guy around in a wheelchair who broke his leg in about 15 different places. I’m working with the community arts center trying to get a more diverse offering of a creative outlet for the community.
