Wow, that's a pretty unique order, my friend. Your best bet might be to quickly check ebay, and if you find nothing, you might be able to hire a graphic designer to design them custom for you. It should cost less than 400, so you're ok budget wise.

Its really hard to say exactly without knowing what software you're using to create the document you're making. I'll tell you how in Openoffice Draw since its easy to get for free and is probably powerful enough to do what you need. I'm sure in other programs like word is similar.

I just went to Insert – Picture – From File. Then I chose a random picture. I shrank that down until it was small enough to work with. Then I went to the "modify" menu and chose rotate. If you go grab one of the corners, you can rotate how much or how little you want to. It was pretty easy.
