It's kinda hard to invite some but not invite others unless there are some fairly clear lines drawn. They don't have to know that you're encouraged to invite as many as you want! Maybe limit your invitations to immediate family only (parents, grandparents, brothers & sisters), then have a party/gathering for the whole family later (ideally only immediate family knows exactly when and where graduation is being held). Would that help?

When all else fails, it's your graduation and your celebration. You don't have to include everyone just because you're the first to earn an advanced degree.

Edit: Then don't lie. Tell them – if they ask – that you want to limit who attends your graduation so it doesn't get out of hand. I'd invite those I want to attend, period – you know the people who will celebrate with and have been there for you. Those are the ones who will value it most, and you'll think more of them for being there through it all.
